The Government of Indonesia through Ministry 01 National of Developmenl Planning/BAPPENAS has received loan from the International Bank for Reclonstruction and Development (IBRO) Loan No.: BOlO-IND. and intends to apply part of the proceeds of this loan to payments under the individual contracts for the followings:

The Project Management Consultant will lead the team of Consultants and be responsible for overseeing and monitoring the implementation of Scholarships Program for SPIRIT Annual work Plans. including planning: coordinating: managing: problem solving; and provide information about SPIRIT Program to PAs. so that the prospective participants be given a scholarship fair and equitable opportunilles for capacity building.

The Education Consultant will be responsible for assisting the PIU and PCU to provide educational consultancy and support service SPIRIT participants and develop curriculum of non degree training. pre-departure training and identify university of study program database that appropriate in SPIRIT program and relevant with Human Capital Development Plan (HCDP) in each participating agencies.

REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

ASSIGNMENT TITLE:

CONSULTING SERVICES FOR STRATEGIC MANAGEMENT

AND INSTITUTIONAL STRENGTHENING

The National Development Planning Agency (BAPPENAS) of the Government of Indonesia (GOI) has received a grant from the World Bank toward the cost of the Strategic Change Management and Institutional Strengthening Project and intends to apply part of the proceeds for consultant services.
The consulting services ("the Services·) include (i) conducting institutional assessment to build foundations for institutional reform; (ii) developing a change management plan to support institutional re-structuring and enhancing core capacities across the agency and its internalization; and (iii) developing training strategy and plan to strengthen core capacities and capabilities. The duration of the aSSignment is expected to be around 15 months, starting in June 2013.

The Procurement Committee now invites eligible consultant firms ("ConSUltants") to indicate their interest in providing the services. They shall submit the Expression of Interest (EOI) demonstrating that they have the required qualifications and relevant experience to perform the services, i.e. presenting consultant/firm profile, legality of consultant/firm, description of similar assignments in the last 7 years (completed with: assignment title, assignment location/country, name of employer/client, type of services provided, period of contract (starting date and completion date), and contract value), and qualifications and competency of key personnels. The consultant should have relevant experience in: conducting institutional assessment and diagnostic for organizational change; developing change management strategy and plan; designing institutional structural reform, including modernization of human resource management policies and practices, and development of performance management systems; and developing training strategy and plan.

The attention of interested ConsuHants is drawn to paragraph 1.9 of the Wond Bank's Guidelines: Selection and Employment of Consultants under IBRO Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A ConsuHant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
